Hunters are statistically the worst class at PVP is probably what he means. That is the main reason they are making them able to shoot at all ranges because the tiny amount of skill required to keep your enemy away from you is what makes them have the worst stats. If you are one of those rare WoW players that aren't completely handicapped they are balanced nicely though and can PVP well in any situation.
