I have a problem in Source games, like in Portal, the ASHPD and stuff aren't shiny like they are supposed to be, and stuff. Could it be my graphics card? NOTE: I got it on disk.

This happens to me in tf2 and it pisses me off, because it looks like everything got covered with some matte substance. No shine at all. I could even type mat_specular 1 and it wouldn't do anything.

Are you by any chance using direct x 8.0 or 8.1? If yes type mat_dxlevel 90(or 95) into the console or add -dxlevel 90(or 95) to the launch options of TF2.

What exactly is wrong? Cubemaps aren't working correctly on your computer? If you can play the Orange Box games at all, then it's most likely not your graphics card. Post a picture or something instead of just telling us something is wrong.

Also, try entering mat_bumpmap 1 in console, it worked for the guy having the issues

That's a probably cube map issue. Notice how the walls don't have any reflections either.
Type impulse 81 into the console and give us a pic of what happened.

EDIT: Also try buildcubemaps.

The picture you posted looks like it was made with dxlevel 81/80, try this:
