Combat Arms is not exactly a mmorpg but a fps game in which you level up by how often you kill the enemy. It's 100% free and it's like playing counter-strike 1.6 all over again. The game is worth looking in to. Usually free stuff sucks, but this is an exception.

Rakion is free and awesome. But not exactly an MMO.
Mabinogi is better than most paid MMOs, and it's free. You actually have to know what you're doing.

fly for fun is probably the best free mmo ive played. it still gets boring after a week though.
