More multiplayer options, replay editing, option for way better graphic quality than on a 360 or PS3 and the ability to use your mouse. (you can do the epic "turn around and shoot 'em in teh forgetin face" move)

It comes out November 18th for USA and like a few days later for Europe for the PC.

I can't get it for PC even if it was out already, I have a piece of stuff laptop and can't afford any better at the moment. I plan on buying it used for the Xbox 360 if enough votes say.
