Noob Seeking Missile

I'd always wanted a kind of weapon that would seek out noobs and other people above or below a certain ID. Maybe if there's a Rocket Launcher that can be changed to seek a certain ID, things above a certain ID, or below a certain ID.

ID doesn't matter.
However, it would be awesome if it'd seek out people with some certain word in their name.
For example it'd seek out people with "Blockhead" or "master chief" in their name.
