I checked this thread's original post today hoping to gain information on exactly what has been changed from V2 to V3 (Better mod management is a given) only to find a full discussion of RTB connect, which has been put on hold until V4 if I understand correctly. Perhaps the OP should be updated?

Essentially what I mean by a steam-like overlay is that you'll have a key you can set in the Controls (probably shift + tab by default, just for easiness) that will overlay the screen with a grey transparent window, and it'll have a bunch of things like links to the mod manager, server information, and all the windows for RTB Connect (when that comes in v4)
