Half Life 2: Stuck. D: (Figured out)

I just started playing HL2, and I'm already stuck at a part.

I'm in the sewer near the start, the one with the big metal bars, tons of Manhacks, and a big ladder going up and down. If you go up the ladder, you go across a big grey tube and end up in another room, with a ladder that goes down and a really big vertical grate separates you from the other room. If you go down the ladder in the room before, you end up in a small room with a big tube that you can go in, but can't reach. There is water on the bottom of the room.

I can't figure it out at all.

Isn't there a circular handle to twist to flood the rooms so you can reach the higher ladder?

Yes, I remember this part. Go in the room with the pipes and the gate. Go over to the pipes and look for a handle thing and try and get down to that. That'll raise the water so you can go back to the first room and swim through the pipe. Be careful to to run out of air, though.

What I did was climb up high then jump on the tubes, and jump down  from tube to tube until you reach the red wheel
