Considering how close the hand is to the torso, you might mean to say that the hand's collision mesh is colliding with the torso's collision mesh
Sadly, there is no way to no collide a model with itself that i know of unless you use the Ragdoll Poser tool, but that doesn't keep in place any objects that are welded to that specific bone sometimes, like rotating a TF2 character's head may not move the hat that's welded to it, i'm not quite sure how it works in that sense
