What the hell is this bullstuff? Every time I try to join a game in CSS about 20 seconds later this screen pops up and it disconnects me. Wtf Is going on?

I've had this happen in Team Fortress 2 once, i couldn't see my Steam friends list, and i wasn't getting any achievement progress, i got kicked out eventually with that error

Aparently it is the number one played Valve game. There is a chart some were of Steam user activity and it has way more players than everything else.

  Today there was around 3000 servers up. Although, more than half of them could be empty for all I know.
