not totally a sandbox but a game like a sandbox game but lets you add weapons/vehicles/quests/npcs and lets you edit the environment and lets you export as a game that you can give your friends the download so they can play

like Platinum Art Sandbox but easier...


Game Maker 7 is quite easy to learn how to use. It uses a drag and drop system, and works similarly to Blockland's events system. If you know anything about coding you can also use blocks of code, but unless you want to do some super tricky stuff it shouldn't be necessary.

SolarFlare tells me that he prefers Multimedia Fusion 2 to Game Maker, so consider that too. If you want to make a RPG, you might consider using Enterbrain's RPG Maker XP. You are basically given a template RPG and edit it from there, using a simple GUI any kid could figure out, rather than building up from scratch.

which has all these...things included?
1.easy to learn item/weapon/vehicle(transportation)/npc placement
2.talking npc's that heal/give items/sell(buy) things/give quests
3.place able items/weapons that can be picked up/dropped/sold
4.testable...lets you test out the game...
5.exportable...able to export into a real, downloadable game...

????

Development process
Construct is developed open source under the General Public License (GPL). This means you can download and use Construct for free, but it also means that the underlying source code - the code that defines how the program works - is also freely available. User Interface Library
Construct uses the Prof-UIS professional user interface library, with kind permission of FOSS Software, Inc. Remember if you wish to use this library in your own project, you must purchase the appropriate license from the website.
One of my favourite game makers. Objects in it also come with in-built behaviours - physics, platformer, turret, rts control, etc. It's a win.
Note: There is no 3D Models yet except for a 3D box object. I'm sure this will change in the future. They are also creating a neat online plugin for version 1.

errr......atmosphir is a good 3D level maker where it already has the game coded and you just place down the scenery/ items/ enemies/ vehicles (coming soon)......

Game Maker 7
Easily creates any kind of game you want. Takes about 3 minutes to get used to, and has full online game support.

Mygame might be worth trying. I've never used it before, but I saw it in a magazine, and they put some emphasis on its extreme ease of use.

Definitely construct.  It is the best.
