One thing is that radios and strategy and things only occur if something like a concentrated settlement/camp exists - but this is very unlikely as that would waste materials/heat/whatever.
Idea: Setting up a large enough structure and having a certain amount of people in the general area (counted as 'allied') allows them to place things like fuel burning power plants. These would be hard to obtain and set into production (requiring special parts like generators, turbines and cooling outlets) but once done allows a fuel source to generate heat for a very long time provided fuel is found and input. These would last many times longer than Heat Bricks and probably power all the Heat Bricks connected to the base. (fuel lasts for less with more heat bricks, potentially sap an enemy's fuel reserve by setting up outside?) It encourages people to set up intricate/semi-permanent builds if they can find a sustainable area and get support from others.
