Depends, normally there are certain pokemon only in one and not the other. It also depends on if you want Ho Oh or Lugia. If you want Lugia you should get Gold, Lugia will be caught at level 70 instead of 45. But if you want it earlier in the game or want to train it from a lower level get Silver. If you want Ho Oh you should get Silver, Ho Oh will be caught at level 70 instead of 45. But if you want it earlier in the game or want to train it from a lower level get Gold. They both know recover at 45 so that will make them both hard to catch. If you want one of them to be easy to catch then get Gold for Lugia or Silver for Ho Oh.

Obviously if this is a remake of Gold and Silver there is going to be the Pokemon from Gold and Silver, which would include Lugia and Ho-Oh. And not incorporating the new Pokemon? That would be pretty lame. I'm always up for more of a selection. Why you would want a smaller amount of Pokemon is beyond me.
