Like I said, PvP damage will fix these kind of situations. You where attempting to steal from multiple places and the only thing we can do to stop a thief is a ban/kick. PvP damage doesn't work so we can't force them in jail/kill them/force them to drop the stolen goods.

I have 15 cactus plants. You go and take one without even replanting it. And besides, in someones  house =/= free to take. You go into someones' house and take something that they hunted down, and worked hard for, because you think you can. Common sense, dude.
