Many image editing programs have a "noise" effect tool. You select the area you want and it mixes up the colors and such to make it look better. (In some cases)

I'm doing all my noise by hand. The result looks better imo.

No, I can't. :(
SMF is a piece of stuff forum software, after you make a poll you can only do these things with it to change it:
Change the options
Lock it
Reset votes
And change when the voters can view the results.
That's it! :V
