I don't know about NEI but I am like 99% sure it works with TMI. There's no reason for there to be any conflicts between them but you never know.

NEI is better than TMI, and is practically the same thing, so probably not.

TMI works perfectly with better than wolves
all TMI is is basically an item index. if a mod adds new items, they'll show up in TMI.
