I don't have that section installed, but if you're talking about the hand pump, it's used to power machines manually

To use it, look for an arrow on the device, that's the flow direction.
Supply blutricity and a redstone power to the pump the liquid through the pipes.
In order to get the liquid, though, you will have to suck it through a grate at the beginning of the fluid pipe.

while we're talking about RedPower, can you have Machines installed without World installed?
I know that, in order to make the machines legitimately, you need World to find the proper materials, but I'm only interested in the Creative aspect of RedPower
because I think it's too expensive to spend my precious time that I could be using to make hundreds of sheep babies in Survival

Alright I got it built but how would I apply blue power? I can't seem to get the battery box working.

I'm using solar power rather than battery so I'm good for now.

Use solar panels and blue alloy wire and wire it to the battery box and then wire it to the pump and send a redstone signal for it to pump through and use. You probably should use more than 1 solar panel as then it would take a while to fill the battery box.
