MS Paint is perfect, then use photoshop to transparent necessary areas.

GIMP has many more tools that will aid you in editing, and transing afterwards isn't needed unless you're stupid enough to remove the alpha channel.

I use gimp simply for transing, because I don't have photoshop.

But for small things like a 32x32 texture, ms paint works nicely.

GIMP worked much better for me to create the bevel effects in my texture pack, and it can probably help in creating any effects you might want to add in, even for a 32x32 tex.

Well thanks for being a richard. I said without using Photoshop.  And I have MS Paint, but it sucks. I can make 16x16 texture packs with Paint.NET but I don't know how change the difference into 32x32.
