Endermen do that naturally. The Ender Pearl has no function.

The wiki page has been locked because of all this whimsical speculation.

The Ender Pearl is a new item in the 1.8 update and is sometimes dropped by Endermen upon death. Currently this item has no use and all future uses of the Ender Pearl are currently unknown.

There have been many rumors and misconceptions regarding the use of the Ender Pearl and it is worth noting in particular that Ender Pearls DO NOT:

• Keep mobs from becoming aggressive.
  
• Allow the player to punch mobs from a distance (a feature exclusive to Creative Mode).
  
• Halve the distance in which Endermen will turn aggressive towards the wielder.
