2. If you are looking for ease of use, Paint.NET. If you are looking for features, Gimp. I use Paint.Net with the Megalo plugin pack, so it basically has the ease of use from Paint.NET with more than enough features.

Gimp has a lot more features but Paint.NET is easier to use. At least that's the way it is for me, some poeple may find Gimp easier.
