Any entity can go through Nether Portals. However, considering the direction of them can change, etc, velocity is not maintained. You shoot an arrow through, it lands on the ground. He's making portals maintain momentum, so things fly through.

okay, but still what's the point? why would you ever need to shoot anything through a nether portal?

When entities through nether portals was introduced, they'd stand at the other side and teleport back once you loaded the chunk. This will make sure they actually get the forget out of the way. And a side effect is such things as shooting stuff through portals.

I think entities going through portals should have been added on the Halloween update

Only if that chunk is loaded, though you could push one through.
