It already works like that. Hoppers being inside minecarts seems extremely useless, unless you can't spare two blocks space for chest and hopper above. The cart would have 5 slots like a hopper, so less space to take items. It seems extremely inefficient

because it allows for you to change whether you want a hopper under a chest or not, since pistons can't move them.
