The problem is people have worked their systems around the specialized mechanics of dispensers. Instead of breaking the systems utilizing the specialized mechanics, which would definitely happen, he is making the dropper for dropping items only and adding more specialization to the dispenser, which could cause problems but would be specific to situation.

So basically, dispensers are going to piss a lot of people off with confusing new behavior. However, in time people will get used to droppers. Fun. :)

By the way, I figured out the simplest one-tick clock in 13w03a. Just face two hoppers into each other and place in an item, preferably an unstackable one. Then feed a comparator off one/both of the hoppers and it will continuously give off one-tick pulses.
