I think it just means they'll stay off the track, not as far of a fleeing radius like a creeper to an ocelot.

edit: also mobs won't even attempt to touch tracks, so yeah you could make a "mob wall"

13w04a Summary:

* Bonemeal has been nerfed. It now only grows the plant to the next growth stage (i.e. wheat needs seven bonemeal to grow fully, saplings need two). NOOO!!! Bonemeal is already decently expensive.

SethBling made a shop with it, make a cash objective and make a comparator and a command block check if you have minimum cash remove some cash and spawn the item. This allows for vanilla automatic shops :D
