Both. (Not Mercenaries: 2, though. It's ok, but it's nowhere near its predecessor.)

Mine is definitely Kohan

RTS game with slight RPG overtones.

Chrome hounds :( i wish i had that game

ZombieMod: Source [Uses tons of "borrowed" content and poorly used sounds but it's still fun]

Shenmue 2

loving great game and great story but it never sold
A fighter and RPG sort of it was way ahead of it's time at the time.

forget and yes! You play the Dreamcast or Xbox version?

would Paper Mario be classified as "underrated"? (I have all 3 games btw :3)

No, probably not.

How about the oddworld series?

Toy Commander for dreamcast.
Billy Hatcher for gamecubes multiplayer was fun.

"Metal arms: Glitch in the system", it was awesome.
Metal Arms is amazing, buy it, now.(For GC or Xbox :D)
Obscure Games..., Rogue Trooper is quite fun but lacks people that speak English in multiplayer though it is still fun, and Runefactory for DS, which is really the only DS game I played a lot.

That tank game for N64 was also pretty cool
