Can't connect to any Steam servers?

Any time I try to join servers in any game on Steam I get "Server not responding." I kept getting this for 2 days now. Firewalls are fine, I don't know what's wrong. Can someone help?

Keep refreshing. If it pauses a bit then connects you your ISP needs to be sued.

I've been getting this for at least a year now. :(
I only get a few servers (10-120)
Most of them don't respond (I press refresh a bunch)
Some servers don't respond after 5+ minutes of clicking (I time it sometimes)
Usually the servers that don't respond are directly joined from a steam chat, and aren't on the server list.
My friends button rarely works.

It most likely does that because it is either configuring the right settings so people can join the server or they aren't on their own router and are hosting a non-dedicated server. Those are my thoughts from what I have seen, I don't know.
Unless you downloaded a cheat that lets you ALMOST download every game.

Well I just tried connecting to some servers and it works, but not for servers I go to all the time.
