Is there a specific reason for noCursor not being whitelisted for GUI downloading?

No, I just started off with a pretty restricted and basic set of options. I've heard there are other add-ons looking at adding gui downloading so I may remove it from RTB if they're successful - but at the moment I won't be working on it.

I can add your noCursor option in the next patch but I'm sure you'll have worked something out by the time that's released.

My current solution is to use BLG with a fallback on RTB with a fallback on setWhiteOut, but it would be nice to avoid having to display a "DOWNLOAD THIS MOD FOR OPTIMAL EXPERIENCE" message to 99.9% of the players.

There's no way someone built a spam bot to crawl the RTB download system and comment creepy things on add-ons. There's not even any links to make money.

Here is a better suggestion working off the same idea.

Make a section on RTB dedicated to add-ons that change the way RTB works or add on to it. It would encourage the creation of "Apps" for RTB.

I wouldn't endorse any add-on that modifies RTB, there's too much potential for people to break it and then for me to have to spend hours debugging issues people have.

I haven't been keeping up with the topic, do you mean better GUI downloading from servers?

I consider RTB pretty much the standard when it comes to system mods, kind of annoying to have to add an additional system to get better GUI downloading. Blockland Glass was interesting but its turning into a bit of a bloatware situation.
