if you can find alternate trackers that host the same torrent, you can add that to the torrent you are currently downloading, in utorrent its via Advanced Properties on the torrent in the list..from what ive seen most people do, is they "Force Start" torrents to make em go faster or something, also if using uTorrent set Upload and Download limit to unlimited and Bandwidth Allocation to High. (I get good speeds doing this)

BitTorrent, torrent clients, torrents themselves aren't illegal. In fact, all it really is is a more efficient system of distributing large files, however, they're great for distributing illegal content because the download doesn't go from one IP to another, it jumps around and different parts are spread out over different computers, making it much more difficult to pin an illegal file to someone or to get rid of the file itself.
