Lower ID = Better Builder?

Time and experience, but BL_IDs do not show that. People can get that from things outside of Blockland, such as Lego's.

Also, "raw skill" is also known as talent.

personally i see build IDs as a good way to tell building skill if you just met (i wouldn't trust a 16k to build as well as, say, me) but i don't characterize lower IDs as good builders, or bad builders

I will not change my mind on this, if Ehpilites, Kaje, or Rotodo were to enter a server, and so did an 11k a 9k and a 4k, who would you honestly put your money on in a building contest?

That's not a trustworthy thing at all. You're picking the betters of people you allready know, and I have no doubt whatsoever that there are Players, with higher ID's with  Equal or better building skills.

Also, I'll think you'll note, that most Famous players, are players who have constructed Add-Ons, or are highly active on the Forums. something which has no relation in any way to someones building skills.

I could make the best Add-On imaginable, everyone would want it, almost every server would have it, but that wouldn't make me any better at building, would it?

Garran did, though, play other things that involved building. He has skill and talent.

1) A BL_ID is not a race.
2) You can be Prejudice to someone because of his ID, but not tribal.
3) It's not new.
4) This isn't being prejudiced to ID Ranges, it's just trying to brown townyse averages, or something similar to that.

I do not think a lower ID equals a better builder, but I would like to note that when people say 'IDs only show that a person bought the game before or after you' I would have to dissagree to a point.. It works with all the IDs except 2k ones.. 2k ones were bought around 7-8k period.
