Sure, ODST's fun and all, but really it is not worth $60.
I'd say buy TF2 for PC. And then, you'd still have $40. :D

Personally if you already have Halo 3, you really don't need ODST unless you super badly want to experience the campaign.

Halo Wars is basically a real time strategy game on the console (and holy stuff it's done right!).

To me, it's great.

It's ACTUALLY balanced and not overhyped or anything.

My only fear is that being its Ensemble the online play is probably riddled with bugs, glitches and exploits.

He just wants to know if he should get Halo 3 or Halo ODST or Halo Wars. Nothing else, only those 3 to choose from. If he wanted other options he would tell us.

In my opinion, ODST is just a hyped up add-on to Halo 3.
It's still better than wars, though.
