Half life 2- I PAID for this and the product code was aleready used. Any help?

I was at my dad's and I bought HL2. When I got back to my house, I installed it and tried to run it.

Steam: "Duplicate product code
             
              The product code you entered has aleready been entered by an
              existing Steam account, and is therefore invalid. Your activation of
              Half-Life 2 Retail Standard has not been completed."

Please help all you can. This was a used copy, but it gave no right to the person who sent it in to McKay's had no right to register it and send it in. (I paid $10 USD For it.)
