So, you are an idiot for launching suprise attacks with no warning and expecting people to cope. Learn2nation. Your nation or whatever loving place it is can't randomly go out and attack people, raiders or not. Even radiers don't randomly attack, they choose targets of good value, IE places rich in food and the like.
