It sucks how it's so expensive.
What you might be able to do is go to your nearest Games Workshop and talk to them. First of all, there are always people there ready to play. Secondly, some might be able to sell you some cheaply, you should buy these to learn the game. If nobody is selling, ask if you can barrow a few from someone while they play. If that doesn't work, you could ask the people at the table if you could make some cylinders out of paper and use those as placeholders. If all else fails, get a job and buy a starter pack or some on ebay.
