It's actually pretty fast. I've used the chat, and every time he restarts his server, it's a very short wait for it to be back up.

That's the server it self, which is virtually an instant restart.

When you disconnect for a restart in the chat, it'll reconnect you within 3-10 seconds randomly. This is to prevent 400 connections(RTB figure) from connecting at the same moment.

The question is weather the server authentications add-on downloading updates and such will be done over the http protocol on port 80 to a website, or weather he will be making a program of his own to take the role of a server.
