I oppose the view that MS-Paint is mediocre. Yes, compared to the wide variety of software such as Photoshop and other image editing programs, it is lacking. But that doesn't mean you can't make some pretty convincingly good stuff. if you know how to use tones, shades, and colors well, you can make something good, it may not be avant-garde but it will get the point across.
