Changeable skin color has only recently been added, it's probably only been in for the past 5 updates.

I remember way back when I joined, which was like when BLM died, these pics of a gui with color editable minifigs was there. The pics are gone now :/ But he may have only put it back into the retail when you found it.

Even in that old pic you couldn't change your head color (you can now).  I removed that pic because it has lego dudes in it.
