I mean
ideally we could isolate and get rid of hereditary disease completely after several generations (since genes and the like sometimes skip a generation, I'm not sure if hereditary diseases do also but I'm assuming they do), though in reality that probably wouldn't happen. Still, we could greatly reduce them. I do feel kind of rude, but I'd have to say no. It'd be worth it in the long run for the human species.
Sadly, because of the constitution, we have to let them have children, since it falls under "The right to persue happiness."
