As for the OP screenshot, the camera looks pretty centered to me, the only over the shoulder part comes from the angle of the player

I wanted a view which was basically pretty much ontop of the shoulder like for example as if it was a pet your seeing from its eyes so you can see part of your head (Not really) and your guns your holding and etc.

Ill admit i did a horrible job explaining that.
