Well if he cut out Rhode island, the surrounding ocean would fall into the hole with enough force to create the worst tsunami in recorded history.

That's actually a good question as to what would happen if you suddenly displace that much mass.

I think what would happen is the tide around the earth would drop dramatically, then as things even out there would be a series of catastrophic tsunamis from the ripple effect.

My theory is that since Rhode Island is an irregular figure it would cause somewhat of a funnel and the water would spiral downwards into the hole. This would cause major waves, tides would lower, and stuff would basically go down.
