I think they can only  completely control the movement of test chamber rooms. Both Wheatly's and GLaDOS' chambers have the same basic layout, and I'm guessing their chamber must remain around their stationary body.

Either that implys she can move around or only focus on one thing at a time

When you go through the one room and you see all the potato energy projects, Chell's was the really big potato. It mentions something on the poster like she used materials from "daddy's work".

Yes I know that but I don't think they can just freely break through the earth and pop out. Even if wheatley moved it all the way to the top there would be ground blocking the view of the moon.

Maybe it's just that either all these things that don't make sense has some answer in the game or Valve put a few "Bloopers" in there.

There is a free DLC coming out in summer. Valve says it will add a challenge mode and new levels.
Maybe the story isn't over yet.

Also, she didn't put something in the oxygen, she had light fixtures that you could clearly see in between test chambers. You even see a few going up the elevator in the final video..
