And maybe you could make a blizzard in a bottle by crafting it in an ice biome during a blizzard, or a sandstorm in a bottle by crafting it in a dessert during a sandstorm (is there a such thing, or is it just rain?)

It should be easy to craft. All it does is increase jump height.

Craft a wooden pogo-stick then.

How about Cloud Block + Bottle + 10 Stars = Cloud in a bottle

Also crafting requirements would be Tinkerer's work bench and you have to be in the correct biome that represents the material in the bottle?

Then at least someone who is a total noob can't possibly just rush himself the best accessories in 10 minutes.

Well having it have to use Tinkerer's Workshop would cause you to not need to craft it anymore. It would be a useless recipe in Hardmode.
