Problems with their nuclear reactors are no reason to attack a country.
A much better way to "help" us would be to offer materials to help fix and clean up the reactors.
Not by shooting at their capital.

How do Nuclear reactors cause a threat?  Isn't it used to create energy in a more efficient way?  Otherwise the only threat is that it will explode and cause radiation.

A reactor near the border had a malfunction due to a flood, and had a partial meltdown. FotS stuff their pants and decided to attack a country not even half their size.
