Because no one uses it, other then me.

One time I rocket jumped off the bridge top in 2fort. I then landed on a heavy and killed him. I assume he was at full health because he just got out of his base and I was the only one on my team who was offense at the time.

No, I'm saying the max it does is 30 damage and rocket jumping does 50 damage.
All in all it is literally stuff and you should stop using it.
