Well, you can't kill them all. The Flare Gun is only really used to soften up enemy pyros, but it's still okay.

against pyros, soldiers (assuming they're decent), and scouts, not really. (pretty common classes)
though it's fun to kill enemy pyros with their own flare so keep up the good work

The Shotgun is worse in pretty much every way than the Flare Gun against those classes.

Explain, please. The Shotgun is medium-short range, and the Flare Gun is medium-long range. The Shotgun might be better if the enemy was close to you, but if that happened, any good player would switch to their primary. The Flare Gun also allows for long range harrassing, and offers good synergy with other pyros on the team.

No, it really doesn't. The Flare Gun has a million uses, but the shotgun has very few.
Here, let me list a few.

Flare Gun:

Can harass enemies at long range.
Can take down most classes in 2 shots if you have a good aim.
Can be used to ignite someone, before switching to the Axtinguisher and one hit killing them.
Can be used for area denial.
Can kill retreating players, especially if they are already on fire.

Shotgun:
Can take down enemies at point blank range fairly well.
Can be used against enemy pyros.

Whats so bad with the Flare Gun? If you aim properly 1 shot should just make a heavy flee, and 3 shots (with 1 critical hit in one of those shots) can kill one outright.

I admit that the Shotgun could be better if you were incredibly skilled, and it also might blend well with your playing style, but these things can hardly stand up to the utility of the Flare Gun.
