Well I think Bubbling is a better effect than Planets, but seriously it comes to down to what hat it is. I don't like the Mountain Cap and planets is only good on a few hats, and that's why I wouldn't go for it.

Personally the Mt. Cap is my favorite Medic hat next to the TC and Planets allows universal/intergalactic medical officer jokes

Yes, it is. I would rather trade it in for a lesser effect with atleast a bud or two, that way I could sell the buds and pretty much buy some nice stuff for all my classes.
