There is Spellforce which is a RTS with added RPG stuff and it does both very well.

There is nothing to that though, why can't a map be randomized?  look at Frozen Synapse, that game hasn't turned to players using certain strategies for certain times, mostly because of how random it is.  While it isn't an rts, there is still a lesson to learn.

I'm fine with randomised maps but the second you change anything else about a rts you ruin it.
May as well make a gun shoot in different directions sometimes just to 'Randomise' it.

Dont all RTS games have random maps? Or are they starting to remove them now?
EDIT: Spellforce has the RPG way not as in the infantry but your commander. However all the soldiers are still as important.

Of all of the rts games I've played, none of them had random maps.

The only reason i can see you would think that RTS games dont have random maps is if you never tried the Skirmish or Multiplayer for them.

Hmm then that is weird. What games have you tried of the RTS genre?

We need with more in-depth interactivity. The environment, the vehicles and weapons, a game that allows the player to make direct choices that decide their fate, not just some FPS like you mentioned that has leader boards and achievements.

But in all seriousness, I agree how games are all really the same in roots and TF2 is really all about numbers now with all their weapon updates and such. That's why I play games like Blockland, Building mode GMod, Terraria*, Minecraft*, etc.; where they don't base the gameplay on how high your rank is or whatever.

*I do admit about trying to get the best items you can in those games, but even after you do that, it's about creation really
