I've almost completely upgraded my SKS. What is the best sniper rifle out there?

Depends. There is no such thing as the best sniper in any game. It's what you're most comfortable with. But if you want range, The M98B is good. It has low drop at long range but personally I don't like it because it takes time to reload after every shot. For general ranges, the M40A5 and the L96 are pretty good.

my friend Maximus showed me an interesting website that shows the complete stats of all the guns on bf3, which includes damage per distance, range of bullet, accuracy, all the stuff you see in-game, and plenty of other stuff.
i don't remember what the website is called.

personally I like the L96 for bolt-action
and I don't use semi-automatic rifles so...
