Reactive armor is easily one of the most overpowered things in the game.
of course! Do you know how fun it is to make a javelin (after being target painted from a soflam) end up hitting your RA instead of the top of a tank? Oh god the rage mails. Good times.

is this why sometimes I swear I get hit by and RPG and nothing happens

Yeah pretty much. For rpgs and other tanks firing at me, i just turn to my tank left or right when ever someone shoots my RA off on one side so they end up shooting the other sides with RA still on. If a jav is coming down from above i just bot foward and then brake and boost backwards so that it hits me at an angle. It works better with abrams but any tank can do it.

I don't think reactive armor works like that
if it hits the armor, it does no damage
if it doesn't, it does full damage

The guided missile probably does damage through reactive armor, just as a balancing thing.

Nope. it's either a hit or miss with guided missile on RA. If it hits a side with RA it just blows it off. On rare chance, it will do minimum damage such as there are times that i notice when ive been hit in the rear with a jav or guided missle that after blowing my RA off, it does like 4% damage or so but that's it.

i've always damaged tanks even if they have RA

Because you're hitting them on the top of the tank

and I'm pretty sure you still get the hit marker even if it hits the armor

how do you know you're damaging them? and are you sure that the armor hasn't already been blown off on the side you're shooting at?
