according to the order of operations, you do the problem in the parenthesis first. 9+3 = 12, then 48/2 is 24, plus 12 is 36
Actually, if you have two numbers just plain next to eachother without a sign, it's times.
So 12 x 24 is 288.

So, 288 is correct, but it's understandable to get 2. But 2 is still wrong.

Parentheses - In this case, 9+3 being in the parentheses means you add these together first.
Exponents - Skip this, as there are no exponents involved.
Multiplication - After adding 9+3, you'll see that the denominator has become 2(12). Multiply these together, and your result is 24.
Division - Now the fraction has become 48/24, which is simply 2.

Although, seeing this problem typed in this way can cause confusion.

48/2(9+3) can mean 48 divided by the product of 2 times the sum of 9 + 3.
or
48/2(9+3) can mean the quotient of 48 and 2 times the sum of 9 + 3.

I just happen to see it as the first possibility.
