i really want the 5670 since it has really low power consumption and it runs games great

i'll probably stick with that and if it's underpowered i'll buy a 400watt PSU later when i get more cash

No, if it's underpowered you'll most likely fry your system.

400W decent PSU, and a 6670, which is the best video card that doesn't require an extra PSU connector, and can run off the motherboards' slot only.

Not as good but still very good for the price.

Just make sure that your motherboard has a PCI-E slot, man.

Get a 5730. They are about 109.99 and will be able to play any game so far on medium/high.
It's pretty much a 4870 with Direct X 11, but I don't know about power usage.

Going from a 300wat PSU to a 400wat PSU, is kind of a waste of money.
