Then that's an important thing to put in the loving op. We don't know if you have a keylogger, and as soon as you type out a report to Steam Support the guy could loving see it. Get a loving clue and give us the full information before you ask us to help your helpless ass.

steam prob isnt even the issue. its your email that got taken somewhere.
with an email you can find out what the login of someones steam is, and recover it a new pw.

As I've said before, my password has not been changed. If it had, I would have been notified through my email.

Close to everything, yes. Everything unimportant like accounts for forums except this one, and other gaming sites I use a universal password for.

Oh my, this is going to be tough, but just scavenge as much information as you can such as payments, dates, numbers, names, scans of IDs, anything which might help.

How would I be able to find this information? My mom won't let me access her account just to scrounge up purchase records.
